Raising or "Jacking up" (Raising up the VW above factory specs)  a VW is a bad idea for two reasons. One: it changes your steering geometry.  And two, it also changes your center of gravity.   In fact the drivability of the vehicle becomes much a harsher. 

If you are planning to use larger tires than stock configuration, raising may be the only option. 

Raising the VW requires the use of special shock absorbers or struts, spindles, and trailing arms.     Sway-A-Way carries the a wide selection of VW suspension parts.
